Associate Professor of Economics. Between 1995 and 1999, he took leave to serve in the Cabinet of Mario Monti, then European Commissioner for Internal Market, Financial Services, and Taxation. Between 1999 and 2004, he took leave to be Deputy Head of Cabinet under Mario Monti, then European Commissioner for Competition Policy. He was Director General and Board Member of the International Management Institute of St. Petersburg (IMISP), professor of Economics at SDA Bocconi School of Management, Visiting fellow, National Bureau of Economic Research, New York and visiting assistant Professor of Economics, New York University, NY. From 1992 to 1995 he was a consultant for the United Nations Development Programme for managerial development in Eastern Europe.
